The Paradise Street development project
"This is the most exciting regeneration development currently taking place in the country. It will transform the city centre and is key to Liverpool's remarkable renaissance," Sir Joe Dwyer, Chairman, Liverpool Vision.
With an investment value of £850 million and covering 42.5 acres, the Grosvenor's Paradise Project is one of the largest retail developments currently taking place in Europe.
It includes 30 new buildings, more than 1.6 million square feet of retail space with two new department stores, two hotels and residential and leisure facilities. It will create 3,300 construction and 4,400 permanent jobs.
It contains six "quarters", each with a distinctive character. The overall development largely retains the existing streetscape. Historic buildings or those with architectural interest, views of landmark buildings and public open space are being retained, with new views and walkways opened up. Its design has emphasised the principle of "buildings-in-the-city" rather than an enclosed or segregated areas.
Through traffic will be eliminated with priority given to pedestrians throughout the development area. New servicing areas will be directly linked to the surrounding highway network and 2,100 new car parking spaces created. A new bus station with adjacent tram stops and taxi rank, together with multi-storey car parks, will help to generate and distribute footfall evenly past new and existing shops and businesses.
Inevitably there will be disruption on the Strand, Canning Place, Hanover Street and Paradise Street area. In order to minimise disruption on the Strand at peak traffic times, three lanes will be maintained southbound and two lanes northbound, when the new underground car park entrance tunnels are being built. At other locations work will be planned to minimise disruption to the travelling public by, wherever possible, working at night and other off-peak times.
Long-term pedestrian diversions will be in place at Chavasse Park during the building of the new underground car park, at Canning Place during the construction of the new bus station, at East Canning Dock during piling and concrete works and at various locations where a site hoarding is required to create working space for construction on or near existing footways. Signs will direct pedestrians via alternative routes.
Construction is being phased so that new car parking is available before demolition of existing multi-storey car parks.
Work started in November 2004 and be completed by 2008.
