Hall Lane Strategic Gateway is a project to improve the important route into the city centre from the M62. At the top of Mount Vernon, at the point of entry into the city centre traffic currently must turn either left or right into Hall Lane or Towerlands Street.
Both of these routes are residential roads and traffic is subject to delay and neither route appears to be the main point of entry to one of the Country's major city centres.
Hall Lane Strategic Gateway will provide a much improved traffic route for vehicles entering Liverpool from the east and will take traffic out of the residential areas.
The existing road, the most important route into the city centre, is a poor route for traffic with delays for much of the day. It is a poor route for pedestrians who have very little opportunity to cross the busy roads in the area with the help of pedestrian signals and it is also a poor route for cyclists.
The selected route has been subject of a public inquiry and has planning approval. The new alignment takes traffic away from the residential areas of Hall Lane and Towerlands Street and will be in dual carriageway form for most of its length.
There will be a new junction at West Derby Street/Crown Street that directs traffic north along a new stretch of road towards Low Hill and then on to Islington, or south along a realigned Grove Street.
The junction at Low Hill will be improved and this new north south link will improve traffic flow between Islington and Grove Street.
Development opportunities will be created including the formation of new frontage to the proposed Royal Liverpool Hospital development.
Pedestrian facilities will be provided at all traffic signal controlled junctions and cycling facilities are also being introduced.
The scheme will include extensive landscaping which will help to create a much more attractive route. In addition the area will be made safer with the introduction of better lighting and CCTV cameras.
A contractor has been selected and work is scheduled to start early in 2009 subject to full funding being confirmed. The project will be completed in Autumn 2010 and will link up with Edge Lane West.
