Facelift for Knowledge Quarter

The recently completed Science Park phase 2 off Brownlow Hill05 March 2009

Liverpool's Knowledge Quarter is to undergo £2.8m worth of public realm improvements.

The work includes improvements to Brownlow Hill, new public spaces and an enhanced pedestrian/cycling route.
The project has been developed by a partnership between the City Council, Liverpool Vision, Liverpool John Moores University, the Science Park, University of Liverpool and the Archdiocese.

It includes three elements:

  • Brownlow Hill highway improvements: This is a main link between the city centre and the motorway network but is currently an unattractive route. A comprehensive upgrade of the streetscape, including improved lighting, junctions and surface materials is proposed.

  • The "Wilderness" Area: This is the area between Brownlow Hill and Mount Pleasant and is flanked by a number of new developments including the LJMU Design Academy, University of Liverpool Department of Engineering building and refurbished Victoria Building; phase two of the Science Park and the Metropolitan Cathedral Crypt and podium improvements. It is an area which has become overgrown an underused and it is proposed to create a new public space to link these developments.

  • Russell Square/ Bronte Street/Pembroke Square: The creation of a cycle and pedestrian route parallel to Brownlow Hill and a new landscaped space to be known as Russell Square. This project is aimed at linking the university campus directly with Lime Street station and the rest of the city centre.

Funding for the schemes is being provided by a £2.5m grant from the NorthWest Regional Development Agency with the remaining funds provide by other partners.

Cllr Peter Millea, Executive Member for Assets and Development, said:

"The knowledge quarter is increasingly important to the city's economic prospects but parts of it have a very poor appearance.

"This project will make it a far more attractive area and provide much better links with the rest of the city centre at the same time creating two green spaces for local residents to enjoy."

Work is expected to start next month and be completed by the end of the year.
