Overnight closures on The Strand for resurfacing

Resurfacing works on The Strand will mean overnight lane closures between James Street and Water Street from Monday, 25th September for four nights as part of the City Centre Movement Strategy scheme.

The work will include the resurfacing of the junctions of Brunswick Street and Water Street with The Strand on both the city and waterfront sides. These roads will be completely closed to traffic during these periods.

The overnight closures all begin between 6.30pm and 7pm with noisy works completed before midnight and then continuing until 6am and are all subject to good weather conditions.

  • On Monday, 25th September the southbound carriageway of the Strand between James Street and Water Street will be reduced to one lane from 6.45pm. Water Street and Brunswick Street city side will be closed from 7pm.

  • On Tuesday, 26th September there will be a single lane running in each direction on The Strand from 6.45pm and Water Street and Brunswick Street city side will both be closed from 7pm.

  • The same closures as Tuesday will be in place on Wednesday, 27th and Thursday, 28th September along with the waterfront sections of Water Street and Brunswick Street. 

  • On Friday, 29th September the Strand will be reduced to one lane southbound from 6.30pm and the city side section of Water Street and Brunswick Street will closed.

  • On Sunday, 1st October the northbound carriageway of The Strand will be reduced to two lanes and Water Street and Brunswick Street city side will be closed from 7am to 5pm.

  • From Monday, 2nd to Friday, 6th October the northbound carriageway of The Strand will have one lane running from 6.45pm and the city side section of Water Street and Brunswick Street will be closed from 7pm.  

Once the resurfacing works are completed, the gap in the central reservation at the bottom of Water Street on The Strand will be closed up. Motorists will no longer be able to turn right or drive straight ahead from Water Street, they will only be able to turn left. A new right turn is being opened up for motorists coming out of the Strand Queensway (Birkenhead) Tunnel exit. This is due to happen on Monday, 9th October.

The works are part of wider city improvements to roads to make our road network more efficient and adapt to the changing city centre with the City Centre Movement Strategy, CCMS, a programme of works by partners Liverpool City Council, Liverpool Vision and Merseytravel.

By stopping the right turn, motorists are encouraged to stop using the busy city centre roads as a through route and instead use more appropriate roads just outside the city centre, such as Leeds Street, Hunter Street and Byrom Street.

Hunter Street, Byrom Street and Tithebarn Street have already been upgraded as part of CCMS. Hunter and Byrom Streets are now more accessible for motorists and Tithebarn Street has been changed to meet the needs of motorists, pedestrians and public transport. 

Motorists can also use Pall Mall, Vauxhall Road and Leeds Street to access the northern routes. Anyone who needs to access Dale Street and Water Street can continue to do so but must now turn left onto The Strand or turn onto Exchange Street East or Covent Garden to get onto Tithebarn Street.

The £3m scheme on The Strand, funded by Liverpool City Council and the NorthWest Development Agency, is being carried out in two parts. The first phase will be completed in October 2006 and has included work to the central reservation, paving and kerbing, the introduction of a cycle lane at the bottom of Water Street, and new signals and pedestrian supercrossings. 

The new cycle lane will link with the route across to the Pier Head and the ferry terminals as part of the wider City Centre Cycle Route Network.

A new pedestrian crossing has been installed next to the current pedestrian footbridge which will be removed as part of the second phase of works in 2007. Other works in this phase include changes to the James St junction and the installation of new street lighting.
 
Councillor Peter Millea, Executive Member for Regeneration, said: 

"The resurfacing works are one of the final major elements of this first phase of the scheme. We are doing these vital works at night to minimise any disruption. 

"The Strand is one of our key city centre roads and we are very pleased with the progress of this scheme to improve its safety for both vehicles and pedestrians."
