Changes to remove traffic from Lime Street area

With major regeneration works planned in and around Lime Street and the temporary closure of Hanover Street, it is proposed to change the way traffic moves around the area to minimise congestion and maximise road safety.  These changes come into effect on Friday, 28th July, 2006.

United Utilities will be undertaking essential refurbishment works along Hanover Street which will mean the new bus station will temporarily close to many buses.

There will be a large increase in bus traffic around the Lime Street area and it is therefore necessary to make some changes to the highway network to maintain the flow of traffic and minimise disruption to the general public.

Copperas Hill and Seymour Street now form the main route through the city centre and to help traffic to move freely along this route, there will be no waiting or loading on the left hand side running up Copperas Hill towards Seymour Street. The taxi rank will remain on the opposite side of the road, next to the Adelphi Hotel.

Traffic will no longer be able to turn right on Lime Street to access St John's car park through the gap in the central reserve opposite the Lime Street Railway Station pedestrian entrance. This often causes queues on this busy route which causes a dangerous backlog of traffic on Lime Street. Instead traffic needing to access the car park will be directed up Lime Street, turn left onto Copperas Hill, down Skelhorne Street and straight across Lime Street in a dedicated lane controlled by traffic lights. 

General traffic is already banned from travelling up St John's Lane and St George's Place towards Lime Street, unless they are exiting Queens Square car park. 

The closure of Hanover Street for works by United Utilities and other contractors means that Ranelagh Street, which is already restricted to buses, taxis, cyclists and loading access, will now have the same loading restrictions as Church Street. 

This means that on-street loading will be restricted on Ranelagh Street, Great Charlotte Street and Elliott Street to between 6pm and 10am from February to October, and 9pm and 10am from November to January.  Buses, taxis and cyclists will not be affected. 

The Pay & Display car parking currently on Skelhorne Street will be relocated to Bolton Street to allow for bus layover space on Skelhorne Street.

The closure of Hanover Street also means buses need new dedicated spaces to pick up and drop off passengers. Therefore the five disabled parking bays on Lime Street will be turned into bus stops. Everyone is reminded that blue badge holders can park in any city council car park for free, including Mount Pleasant Car Park just minutes away, or park for free on any street pay and display, such as Bolton Street.

The changes will come into effect on Friday, 28th July, timed to coincide with the school holidays where the volume of traffic on the roads decreases. This is initially being introduced as a temporary order to monitor how the changes affect the movement of traffic in this busy area of the city centre. After six months of monitoring, a decision will be made whether to make the changes permanent.
